Possible Utility Bill Delays

Richmond advises of possible mailing impacts

Due to Canada Post’s rotating strike action, Richmond residents and businesses may experience delays in receiving their Quarter 3 metered utility bills, which were mailed out on October 30, 2025. Mail processing and delivery times may vary daily depending on strike activity.

What to know
  • The due date for payment is Thursday, December 4, 2025.
  • Outstanding balances paid on or before the due date will receive a 10% discount.
  • A 10% discount will not be applied to late payments, regardless of whether a notice was received.
How to get billing information
  • Register for a MyRichmond account to view your utility account.
  • Call the Tax Department at 604-276-4145.
  • In person at City Hall (6911 No. 3 Road), Monday to Friday, 8:15am to 5:00pm
Payment options
1. Online using a credit card
  • richmond.ca/PayUtilities with the account number and access code found on the utility notice
  • A 2% service fee will be applied
2. At a financial institution
  • Online or telephone banking, bank machine/ATM or in person
  • Allow a minimum of two business days for the payment to reach the City
  • Keep the bank receipt as proof of payment
3. In the drop box at City Hall
  • Located at west entrance
  • Include the utility bill stub with the cheque payment
  • Do not deposit cash as it will not be processed
4. In person at City Hall
  • Business hours are Monday to Friday, 8:15am to 5:00pm (closed on Statutory holidays)
  • Accepted payment options are: cheque, debit card and credit card
  • Cash is not accepted 
  • A 2% service fee will be applied to credit card payments
  • Cheques must be made payable to the City of Richmond
  • Cheques post-dated for the due date are accepted

If a payment is made by mail, the postmark date is not accepted as proof of on-time payment.
