Major Construction Projects Oversight Committee

This committee plays a critical advisory role, offering independent advice and feedback throughout the design, development and construction milestones of the City’s major capital projects exceeding $50 million. For more information, view the Terms of Reference.

Role of Committee:

Members of the Committee will focus and provide input on the following:

  • The project scope meets the requirements per the Council Strategic Plan or Council approved program.
  • The project budget and schedule aligns with the scope of work.
  • Tracking progress – compare critical project milestones to the fundamental elements of scope, schedule and budget to the baseline.

Committee composition and commitment:

  • The committee will comprise three to five subject matter experts. Additionally, Council may appoint a Council liaison,
  • The Director of Facilities and Project Development will serve as the staff liaison.
  • The committee will convene quarterly to review the progress of referred projects.
  • Members are expected to thoroughly examine project status reports and relevant documentation prior to each meeting, engaging in informed discussions to support effective oversight and provide strategic guidance.
  • Committee members are to act in the best interests of the community.
  • Committee members identified as Subject Matter Experts will receive remuneration of $500 per committee meeting.

Term of Office:

Two years for the Chair and Committee members, with appointments reviewed bi-annually.
