During times of extreme weather including low temperatures, snow, extreme heat or poor air quality, there are additional services and supports available to assist people in Richmond who may be sheltering outdoors, in vehicles or experiencing other forms of homelessness. Winter – Extreme Weather Response
Temporary Shelters for Winter 2025/26
In Richmond, winter shelter options for people experiencing homelessness supplement the existing 60 permanent year-round shelter beds at Richmond House Emergency Shelter. There are two Temporary Winter Shelters in Richmond where people experiencing homelessness can stay overnight this winter. Both of these shelters are operated by The Progressive Housing Society and provide a safe, warm space for rest, an evening meal, snacks and referrals to additional services. These two shelters will remain open until March 31, 2026.
Temporary Winter Shelter at Brighouse Pavilion:
• Open November 1, 2025
• Hours: 8:00pm–7:00am
• Capacity: 15 individuals
• Location: Brighouse Pavilion, 7840 Granville Avenue, between No. 3 Road and Minoru Blvd

• Open November 15, 2025
• Hours: 8:00pm-7:00am
• Capacity: 20 individuals
• Location: 10100 South Arm Place, near Williams Road and Garden City Road

During hot weather, the Richmond Cooling Map shows where you can find water fountains, places to stay cool and misting stations around the city.
Cooling Centres
During an extreme heat event or air quality warning, some civic facilities (such as libraries or community centres) may be designated as cooling centres for those wanting to drop-in to cool off or access cleaner air.
