Richmond has a strong tradition of working with the community to respond to social issues in its planning and service delivery. The Community Social Development (CSD) Department is grounded by a solid foundation of strategies and plans that guides its work. It is responsible for developing social policies, strategies, action plans, facilities, programs and services to increase social equity in Richmond.
The City’s Social Development Strategy is the overarching strategy that provides a framework for advancing the City’s role in social planning and fostering social equity in the community. Social equity ensures that basic needs (e.g. food, clothing, shelter, income), social supports (e.g. education, health care, child care) and community services (e.g. parks, recreation, arts and culture, social services) are available to and accessible by all citizens, regardless of age, gender, ethnicity, income or ability. An equitable society is an inclusive one; participation by all residents is welcomed, encouraged and facilitated.
