Partnering to Build Housing

The City of Richmond continues to work in partnership with the provincial and federal governments, local housing providers and the private sector to increase the supply of affordable housing for Richmond’s vulnerable communities. 

The projects below highlight affordable housing developments that are currently underway or have been recently completed in partnership with the City. Click each item to learn more about the project, its partners, and who it will serve.

Aberdeen Rental Residences

The City of Richmond is proposing the development of over 200 rental homes on City-owned land in the Aberdeen neighbourhood for Richmond residents. The project, referred to as the Aberdeen Rental Residences, currently contemplates two six-storey buildings that would accommodate up to 220 rental homes on City-owned land from 3660 to 3740 Sexsmith Road.

The proposal would serve working households and those on fixed incomes, including families, seniors and persons with disabilities who are often underserved in Richmond’s housing market. Eligible residents must be on BC Housing’s registry, have ties to Richmond and will be selected based on their need and availability.

The City is currently exploring funding opportunities through BC Housing's Community Housing fund to support the development.

Completed Projects

Pathways Clubhouse Affordable Housing

Affordable Housing Pathways ClubhouseThe City of Richmond, Pathways Clubhouse and BC Housing are partnering to build new, affordable rental housing at 5491 No. 2 Road. The proposed project is a six-storey building with 80 new homes for single people, families and seniors. Rental rates are proposed to be set to accommodate both low-income and moderate-income households.

The building will be operated by Pathways Clubhouse, a Richmond-based non-profit housing and service organization that has been offering community-based services to Richmond residents since 1984.

The project is currently under construction with completion scheduled for early 2026.

Harbour House

Harbour House provides affordable housing for women and women with children. It is operated by Turning Point Housing Society in partnership with BC Housing and the City of Richmond.

Located near Steveston, Harbour House offers 25 fully-furnished homes, including 10 studio apartments and 15 two-bedroom units. Each home includes a full kitchen, living space, and private bathroom, offering a secure and comfortable environment. Residents can stay for up to 18 months.

Kiwanis Towers

Exterior of Kiwanis TowersKiwanis Towers provides 296 units of affordable seniors’ rental housing. Located at 7378 and 7388 Gollner Avenue. The two Kiwanis buildings include shared parking, laundry facilities, a fitness area, shared amenity space, patio areas, landscaped outdoor spaces, walking paths and community gardens.

The City contributed approximately $24.1 million towards the project, with $18.6 million of this amount coming from value transfers tied to Polygon developments. BC Housing provided $16.3 million in long-term financing and the Richmond Kiwanis Senior Citizens Housing Society contributed the land valued at approximately $12.9 million and approximately $21 million in equity. Polygon acted as the development and construction manager for the project.

In September 2015, the Kiwanis Towers Project received the 2015 UBCM Award for Excellence in Innovation and Partnership.

Storeys

Exterior of StoreysStoreys, located at 8111 Granville Avenue/8080 Anderson Road in Richmond’s City Centre, is the result of a unique partnership between all three levels of government and a consortium of five non-profit organizations comprising Coast Mental Health, Pathways Clubhouse, S.U.C.C.E.S.S., Tikva Housing Society and Turning Point Recovery Society.

In addition to rental homes, Storeys provides important supportive services, programming and administrative space to further support tenants in achieving housing stability and improving life skills. The combination of partners and supportive services allows a variety of vulnerable groups to be served, including low-income families and seniors, and individuals with mental health and addictions issues.

Aster Place Supportive Housing

Exterior of Aster Place Housing DevelopmentBC Housing, the City of Richmond, and non-profit operator Community Builders have partnered to create temporary supportive housing for up to 40 people experiencing homelessness in the community.

Located at 2520 Smith Street, Aster Place Supportive Housing is a three-storey building with 40 self-contained units, each with a private washroom and kitchenette. These 40 homes help Richmond residents transition to more stable housing by providing them with supportive environments where they are treated with dignity and respect. Similar to other supportive housing buildings, all residents pay rent and sign a program agreement. Occupancy began in October 2022.

Alderbridge Modular Housing

Alderbridge Modular HousingExterior of Alderbridge Modular Housing is a supportive housing development created through a partnership between the City of Richmond, BC Housing, and RainCity Housing. Opened in April 2019, this project delivers 40 temporary modular homes for individuals experiencing or at risk of homelessness in Richmond.

Located at 7300 Elmbridge Way, the building includes 40 self-contained studio units, with private bathrooms and kitchenettes. Four of the units are wheelchair accessible. The site also includes shared indoor and outdoor amenity spaces, and on-site staff support is provided 24/7 by RainCity Housing.

This project is part of the City’s ongoing efforts to address housing instability and create safe, inclusive, and supportive housing options for vulnerable residents. The City provided the land for the project on an interim basis and coordinated approvals.
