Electronic File Submission Requirements
Before you begin your application, it’s important to understand the key requirements, steps, and expectations.
Prepare Drawings or Documents
- Submit all requested documents and drawings separately. If you’re applying online there are specific file upload slots available for each document and we will automatically name your document for you according to our file naming conventions.
- Drawings or documents may be submitted as a PDF, Word Document, JPEG, or PNG.
- Limit file sizes and flatten drawings, while maintaining clear, legible text and measurements, to ensure your upload is successful. Do not lock or apply passwords or other document restrictions.
- Ensure the forms and drawings are fully filled in, drawn to scale, dated within the required time frames, signed, and in some cases digitally sealed.
- The City will accept plans in imperial or metric units.
- Legal survey data takes precedence over all other mapping sources, including the Richmond Interactive Map.

Professional seals and digital signatures
To avoid delays in processing your application, ensure required documents are digitally signed and verifiable with Consigno.
The following documents require verifiable digital signatures:
- Architectural Drawings - if signed/sealed by a Registered Architect
- Structural Drawings
- Soils Condition Report / Geotechnical Report
- Schedules A*, B**
- CivilDrawings
- Plumbing, sprinkler, mechanical, and electrical drawings
* A schedule A is required when there is more than one registered professional identified for the project. The Owner or Applicant must sign the right-hand side of the Schedule A
**Each registered professional on the project must complete their own Schedule B, which must be initialed and digitally signed by the respective professional. The coordinating Registered Professional must initial all copies of the Schedule B.
