Local Government Climate Action Program (LGCAP)
New program for 2022-2025
The Government of British Columbia announced the Local Government Climate Action Program (LGCAP) in May 2022 as a replacement to the previous Climate Action Revenue Incentive Program (CARIP) program, which was discontinued in 2021. In May 2022, the Province announced $76 million in funding over three years for LGCAP, with annual funding to be distributed to municipalities and Modern Treaty Nations to support climate initiatives aligned with the CleanBC Roadmap to 2030, and the Provincial draft Climate Preparedness and Adaptation Strategy.
In Richmond, LGCAP funding is being used strategically over the next three years to accelerate progress in reducing emissions from existing buildings and vehicle transportation, both noted as Major Moves for 2030 in the Community Energy & Emissions Plan 2050.

Climate Action Revenue Incentive Program (CARIP)
2020 Final Report
The City of Richmond has completed the 2020 Climate Action Revenue Incentive Program (CARIP) Public Report, as required by the Province of BC. The City expects to achieve Carbon Neutral corporate operations recognition as per Provincial reporting framework for 2020, which is typically awarded by the Green Communities Committee in September.
The CARIP report summarizes actions taken in 2020 and proposed for 2021 to reduce corporate and community-wide energy consumption and greenhouse gas (GHG) emissions. The report also summarize other general sustainability related initiatives. The Carbon Neutral Progress Report indicates corporate operations emissions values for 2020 and quantified carbon credits, which are used to offset corporate emissions to achieve Carbon Neutrality.
