Multi-Family Green Cart Program - Information for Property Managers
The City's expanded Green Cart program comes with a variety of service options tailored to the needs of different buildings. In particular, the program has been designed to help minimize concerns about odours and provide convenient options for residents to recycle their food scraps. As an example, buildings with limited space in the central collection area may opt for fewer carts and more frequent collection (up to twice weekly).
When complexes are added to the Multi-Family Green Cart program, you will be asked to indicate your preferences for the following service options:
- Weekly or twice-weekly cart collection
- Number of Green Carts (the quantity will be based on the number of units in each building)
- Garbage Cart program and service frequency
- Cardboard recycling program
The City will also be providing information kits for all residents, along with a complimentary kitchen container. To deliver kits and provide education on how to use the program, the City will set up a lobby display in each building, which ideally will be timed to coincide with the delivery of the Green Carts. The collection service will start the week following the delivery of the Green Carts and lobby information session.
Green Cart Implementation – Property Manager Responsibilities
Step 1: Contact City of Richmond to Arrange Service
The City will consider the service requirements for the property and provide an opportunity to schedule an information session for the residents.

Step 2: Complete Application Forms for Optional Garbage Cart and Cardboard Recycling Services
Property managers are asked to complete an application for optional garbage and cardboard collection services. As Green Cart collection service is being implemented for all residents, you do not need to request this service. Our representatives will work with you/your representative to coordinate Green Cart service directly.

Opting Out of the Green Cart Program
If a multi-family complex prefers to make arrangements with an alternate service provider for organics recycling, which includes both yard and garden trimmings and food scraps, the City of Richmond offers an opt-out option. To opt out of Green Cart service, the property management company and/or strata council for the multi-family complex must meet the requirements outlined in the Solid Waste and Recycling Regulation Bylaw No. 6803.
This includes completing a Green Cart Opt Out Application Form, an organics waste diversion plan and ensuring the following arrangements are in place:
- An organics recycling program to collect and recycle yard and garden trimmings and food scraps separately from other garbage;
- Organics collection receptacle wherever there is a garbage and/or recycling collection point;
- An odour management plan, which includes cleaning organics recycling receptacles on a regular basis; and
- Minimum weekly pick-up of organics contracted with hauler/service provider which is confirmed by providing the City of Richmond with a copy of the service contract.
The City must review and approve the organics waste diversion plan in advance and reserves the right to complete site inspections to ensure compliance of the applicant's organics waste diversion plan. If applicants are approved for opting out of the City's service for organics collection, the complex is exempted from the City's charge for this service and is no longer eligible to receive City resources (such as kitchen containers, cart liners, educational materials and other resources) for the implementation of their organics waste diversion plan.
Should the service contract be cancelled or otherwise discontinued, the complex has the obligation to notify the City of Richmond, and the City will work with the complex to implement its Green Cart organics recycling service.
