Annual & Monthly Parking Permit Programs
Effective January 1st, 2020 short-term, all on-street and off-street pay parking rates and monthly parking permits are set out in the Consolidated Fees Bylaw No. 8636. Payments for on-street and off-street pay parking can be made either by entering your licence plate number into the meter, which would be recognized by the City’s Licence Plate Recognition Program for confirmation of payment (a paper receipt can be issued if selected by the user), or by using our AutoPay cellular-based system. The following map shows the on-street and off-street parking areas that are available for monthly permit parking.
Monthly On-street Permit Parking
Monthly Parking is also available for off-street parking in the three existing parking lots including Brighouse Park, Gateway Theatre and the Lawn Bowling Green.
Note: Availability of space is subject to demand. Please refer to the Consolidated Fees Bylaw No. 8636 for current applicable rates.
Monthly On-street Permit Parking
Pay parking encourages increased turnover for the limited on-street parking spaces available in Richmond City Centre. In addition, public safety is enhanced by the increased presence of uniformed patrollers on City streets. Revenue from pay parking helps to offset rising City costs and moderate tax increases.

Complimentary Parking Year-Round for Richmond's VeteransRichmond residents who possess valid ICBC Veteran issued licence plates, are able to park for free, every day of the year, at on-street parking meters and city owned off-street operations at Gateway Theatre, Bowling Green and Brighouse Park. To receive complimentary parking, Veterans must complete and submit, the no-fee application below or email veteranparking@richmond.ca to request an application via mail. A photocopy of your ICBC registration paper must accompany the application.

Your complimentary parking automatically renews each year if you continue to meet the programs’ eligibility requirements.
Note: Veterans must adhere to parking limits (normally 2 hours on-street even though parking is free of charge) and all other traffic regulations within the Traffic Bylaw No. 5870 and/or the Parking Off-Street Bylaw No. 7403.
