East Richmond Drainage and Irrigation Upgrades – Phase II
Explanation of Project
Upgrades to the drainage and irrigation system in East Richmond this year includes the construction of  flap gates, and the clearing and re-profiling of existing ditches.  These upgrades aim to improve on the hydraulic conveyance in areas where drainage is needed, and better retain water in areas where irrigation is desired.

  • Clearing and re-profiling of existing ditches.

South Dyke Upgrades – No. 7 Road to 970m East
Explanation of Project
Early in 2007, the City of Richmond undertook a major upgrade of its dikes on the South Arm of the Fraser River. Work was funded by the Provincial Government in response to concerns of a higher than usual freshet.

Location

  • Along the South Dyke from No. 7 Road to 970m East

Key Innovations

  • A customized dyke design which considered and responded to actual site conditions.
  • New construction techniques which enabled the retention of existing ecological functionality.
  • A “Net-Plus” approach to ecological health adopted (rather than just impact mitigation)  and works were designed to result in an overall net improvement both from a flood management and ecological basis

General Considerations

  • The City undertook an integrated approach to the project and developed a project to meet both the flood management and natural habitat requirements of the site.
  • An interdisciplinary planning team with engineering design, dike construction and ecological expertise was assembled. As a result, rather than incorporating the conventional straight-line dike, a new approach was adopted where the structural works for this project were designed to vary and moved inland to avoid existing functional riparian and inter-tidal areas.
  • The Project also incorporates foreshore planting to offset impacts for stretches of the dike which were constructed immediately adjacent to the shoreline.

Explanation of Project
Drainage upgrades along Cambie Road and Garden City Road are required to accommodate the future development in the West Cambie Area. This project will provide the design and construction of recommended upgrades.

City Center and Bennett West Sanitary Upgrades
Explanation of Project
In 2007, the City of Richmond conducted a planning level engineering study of the City Centre and Bennett West sanitary systems.  Upgrades were recommended to improve the sanitary system and accommodate additional capacity required to support community growth.

  • Eckersley Road – Cook Road to Anderson Road
  • Anderson Road – Cooney Road to 50m east of Eckersley Road

  • Design and construction of approximately 1600m of sanitary forcemain and100m of sanitary gravity main.

Seahurst Lane Drainage Upgrades
Explanation of Project
This existing laneway located south of Seahurst Road experienced flooding during significant storm events. The objective of this project is to reduce the potential of flooding by the construction of a new storm sewer and reconstruction of the roadway.

  • Laneway south of Seahurst Road and north of Steveston Highway, including the crossing at Seaward Gate.

Scope of Work

  • Install new drainage system.
  • Reconstruct roadway.

Blundell Sanitary Forcemain Replacement
Explanation of Project
In 2007, the existing Blundell Forcemain required emergency repairs related to a broken section of this aging infrastructure.  It is necessary to replace a section of main from approximately No.1 Road to ±225 meters east to continue to provide reliable sanitary service.

  • Blundell Road from No.1 Road to ±225 meters east.

Scope of Work

  • Design and installation of approximately 225 meters of 450mm diameter sanitary forcemain.

General Considerations

Pigott West Sanitary Pump Station Upgrades
Explanation of Project
A recent sanitary pump station condition assessment was completed by the City and it was identified that the Pigott West Sanitary Pump Station was a priority for an upgrade.  Upgrades are relatively minor in scope.

  • This station is located on Pigott Road.

Scope of Work

  • Replacement of existing pumps, piping and appurtenances, within the existing station.

General Considerations

  • Typical hours of work will be from 7:00 am to 5:00 pm, Monday to Friday.

Shell Road Sanitary Forcemain Redundancy
Explanation of Project
The City recently completed replacement of the Shell Road Forcemain to accommodate aging infrastructure and development and initially abandoned the existing forcemain.  The purpose of this project is to provide the ability to utilize this abandoned forcemain as a bypass system if and when required to meet operational needs.

  • Near the intersection of Shell Road and Williams Road

Scope of Work

  • Installation of new sanitary pipe and connections

A recent sanitary pump station condition assessment was completed by the City and it was identified that the Ackroyd Sanitary Pump Station was a priority for an upgrade.  The City received a financial contribution from development to construct the proposed new Lansdowne Sanitary Pump Station in concert with the Ackroyd Sanitary Pump Station.

Location

  • The Ackroyd Station is located on Ackroyd Road east of No.3 Road.
  • The proposed Lansdowne Station will be located on Lansdowne Road east of No.3 Road

  • Replacement of the existing pump station with the installation of two new pump stations

Lansdowne Road Undergrounding
Explanation of Project
This is a City Center beautification project partially funded by BC Hydro.  This work is part of a ten year program to remove overhead power and telephone cables and relocate to underground conduits.  The purpose of this work is to enhance the City streetscape and increase the overall protection of the of these utilities.

  • Installation of underground conduits for telephone and electrical services

City Council has approved this project to provide a southbound left-turn bay on Garden City Road at Ferndale Road to ensure the provision of adequate traffic operation and safety at this intersection.

Explanation of Project
This existing laneway located north of Williams Road experienced flooding during significant storm events. The objective of this project is to reduce the potential of flooding by the construction of a new storm sewer.

Shell Road Lift Station Removal and Horseshoe Slough Pump Station Inlet Upgrade
Explanation of Project
Years of development in the neighbourhoods within the Horseshoe Slough Drainage Catchment have led to increases in storm runoff.  This has resulted in the Shell Road Drainage Lift Station becoming a flow restriction within the major drainage conveyance of Shell Road Canal. 

The removal of this station and replacement with an irrigation gate will allow for the maximum usage of the existing culvert, thus reducing the flow restriction.  In addition to this effort, an upgrade of the inlet at the corresponding Horseshoe Slough Pump Station will help draw water more easily down the drainage canal.
Location

  • Shell Road and Steveston Highway
  • Horseshoe Slough Drainage Pump Station at the end of Horseshoe Slough.

Scope of Work

  • Removal of existing lift station and replacement with an irrigation gate
  • Demolition of existing concrete inlet at Horseshoe Slough Drainage Pump Station and construct a new concrete inlet that is three times the cross sectional area.
