The existing watermain is nearing the end of its life span. Completion of this project will improve water supply to the area and will reduce maintenance costs.

Westminster Highway Road Widening
Explanation of Project
The City of Richmond will be widening Westminster Highway from McMillan Road to the Hamilton Interchange at Highway 91. This project includes widening Westminster Highway from two lanes to four lanes with paved shoulder bike lanes, installing street lighting and constructing enclosed storm drainage on the south side of the roadway. The City has an agreement with TransLink to share the costs of this project.

Shell Road - Athabasca to Horseshoe Slough - Bike Lanes, Park Trail, Canal Benching
Explanation of Project
Wide shared bike/vehicle lanes will be provided on the east and west sides of Shell Road (west) south of Aragon Road, as part of the City's Cycling Network Plan. In addition, a north-south trail and "eco-corridor" will be constructed along Shell Road, as part of the 2010 Trails Strategy. These projects will be combined with Shell Road canal benching, which will provide additional water drainage storage for the Horseshoe Slough Area. This project is partially funded by the Translink Bicycle Infrastructure Capital Cost Sharing Program.

No. 3 Road Restoration Project
Explanation of Project
The introduction of the Canada Line rapid transit system including the elevated guideway and stations along the east side of No. 3 Road will result in the need to restore No. 3 Road after the construction of the transit infrastructure.
Location
- No. 3 Road (within the road right-of-way) from Granville Avenue to Bridgeport Road
Scope of Work
The preliminary design for the restoration of No. 3 Road is nearing completion and currently proposes:
- Pedestrian enhancements on the new and typically wider east boulevard;
- Raised northbound bike lanes (on the east side of the street) from Granville Avenue to Bridgeport Road;
- Raised southbound bike lanes (on the west side of the street) from Alderbridge Way to Granville Avenue;
- Reinstatement of centre medians with street lights and landscape treatments including street trees;
- Transit station plazas associated with the three Canada Line stations on No. 3 Road, namely:
- Aberdeen Station - south of Cambie Road;
- Lansdowne Station - north of Lansdowne Road; and
- Richmond-Brighouse Station - south of Saba Road.
General Considerations
- Canada Line contractors have a Traffic Management Plan and are responsible to maintain traffic flows along No. 3 Road during construction of the Canada Line.
- At present, construction of the Canada Line guideway columns has progressed from the Bridgeport Area south to Cambie Road.
- In the immediate construction zone, the Canada Line contractor is generally keeping three lanes of traffic open with occasional brief one-day periods where traffic will be reduced to two lanes.
- Detailed design of No. 3 Road is anticipated to be complete by the end of 2007.

Capital Funding
Capital costs for the No. 3 Road Restoration are currently under discussion and partially funded by the Canada Line Project and TransLink.
Estimated Construction Period
- Construction of the Canada Line elevated guideway is currently underway and anticipated to be complete by the spring of 2008.
- Resconstruction of No. 3 Road is expected to extend from spring 2008 to summer 2009.
Richmond Oval
Explanation of Project
- The Richmond Oval will be home to long track speed skating during the 2010 Olympic Winter Games. It will house a 400-metre speed skating track and seat approximately 8,000.
- The City of Richmond will own and operate the facility, which also includes a new 2-hectacre site development and a parkade.
- Post-Games, the Oval will become and international centre of excellence for sports and wellness, and will house a variety of sport and community uses.
- The Oval site will be the centrepiece of a major new waterfront neighbourhood featuring a mix of residential, commercial and public amenity development.

- Bounded by No. 2 Road Bridge, River Road, Hollybride Way and the Middle Arm of the Fraser River.

- Design and construction of Oval Building.
- Connection of City and other services to building and site.
- Design and construction of Oval Site, including public amenity space and pond.

General Considerations
- Typical hours of work will be from 7:00 am to 5:00 pm, Monday to Friday.
- Vehicle and pedestrian traffic around the Oval site may be limited at times.
- River Road is being rerouted around the Oval site, and is set to reopen later this spring.
- The dyke trail alongside the Oval site will remain open to the public throughout the construction period.
Capital Funding
- $118 million. The federal and provincial governments have contributed $60 million the total capital cost of $178 million.
- $1.2 million for public art.
Estimated Construction Period
- The Richmond Oval building and site are scheduled to be completed in Autumn 2008.
