Agricultural Viability Strategy, 2003
Seeks to strengthen and enhance agricultural viability of farming in Richmond.

OCP Aircraft Noise Sensitive Development, 2004
Established policies regarding where residential uses may locate and aircraft noise mitigation measures.

Intercultural Strategic Plan, 2004
Ensures that information about the City is available to newcomers and residents, addresses language barriers and provides opportunities for community members to participate in many cultural events.

Problem Gambling Strategy, 2005
A strategy to address problem gambling, prevention and treatment.

Parks, Recreation and Services Master Plan for 2005 to 2015
Provides opportunities for Richmond residents to enjoy top calibre programs and services that respond to changing need while also striving to improve the quality of life for individuals, families and communities.

State of the Environment Report, 2001, 2006
Inventoried and assessed indicators regarding the environment.

West Cambie Area Plan, 2006
Provides the framework for the establishment of an improved residential neighbourhood in the Alexandra area.

Arterial Road Policy, 2006
Established policies to maximize multi-family residential uses along arterial roads.

Museum and Heritage Strategy, 2007
Seeks to protect and promote Richmond's heritage asses (e.g., Gulf of Georgia, London Farm).

Parks, Recreation and Cultural Services Facilities Strategic Plan, 2007
Outlines a long-term plan for the development of new parks, recreation and cultural facilities.

Richmond Affordable Housing Strategy, 2007
Aims to provide a range of affordable housing options for households of different ages, family types and incomes.

Volunteer Management Strategy, 2007
Aims to increase volunteerism in the City.

2008 - 2031 Richmond Flood Prevention Strategy, 2008
Addresses and improves the City's flood protection measures.

Older Adults Services Plan, 2008
Establishes a vision for Richmond to be a community where older adults live healthy and actively in their community.

Youth Services Plan, 2008
Aims to create an environment that generates opportunities for Richmond's youth.

City Centre Area Plan, 2009
Sets the stage for a vibrant urban community in the downtown for 97,000 residents by 2041.

City Centre Transportation Plan, 2009
Complements the City Centre Area Plan and will foster a more balanced transportation system that emphasizes transit, cycling and walking as the preferred ways to meet future travel demand.

Steveston Village Conservation Strategy and Implementation Program, 2009
Seeks to preserve the unique historic and maritime character of the Steveston Village core.

Waterfront Strategy, 2009
Establishes a long-term vision and resource for managing Richmond's waterfront.

Services and Initiatives
Child Care Policy and Needs Assessment, 2001 to 2006
Provides information on child care changes, trends, estimates of child care needs and recommendations for addressing future child care services.

Annual City Grant Program, 2008
$510,000 grant program for non-profit organizations.

Social Financial Hardship Fund, established 2009
$500,000 over three years to assist non-profit social groups with emergency funding.

Opportunities for people living with disabilities and in financial need
A Diversity Coordinator who works to eliminate barriers and ensures that there are recreational and cultural services for all residents, such as a fee subsidy program and recreation access cards with a discount.

Initiatives for New Immigrants
Several initiatives to help new immigrants successfully settle in Richmond such as conducting orientation tours to City recreation and cultural facilities and events.  Development of a newcomers guide for newcomers to Richmond and to Canada to assist them access information and services and to facilitate their successful integration into their new home.

Cultural Diversity
A Cultural Diversity Coordinator who works to ensure there is access to services and programs that represent the needs of all members of the community regardless of their cultural or ethnic background.

Facilities and Amenities

  • The Richmond Olympic Oval
  • Completion of the Canada Line and No. 3 Road restoration
  • More cycling routes, including the expansion of bike lanes on No. 3 Road and Westminster Highway and cycling/pedestrian connections to the Canada Line Bridge.
  • 21 Acre Garden City Community Park
  • 63 Acre Terra Nova Rural Park
  • 6 new artificial turf fields
  • Steveston Water Park
  • 2 new Firehalls in Burkeville and Hamilton

Environmental Enhancements

  • Environmental enhancements at Terra Nova Rural Park including daylighting of historic slough
  • Creation of the Richmond Sharing Farm
  • Created over 100 community and school garden plots
  • Eco-plus is an innovative new City approach for capital improvement projects and community planning that moves the City from a conventional environmental impact reduction focus to one that incorporates a net gain of improvements to the health of the ecosystem.  Eco-plus examples include:
    • ecological enhancements to Hollybridge canal and the Fraser River foreshore in conjunction with construction of the Richmond Olympic Oval
    • 2007 City dike upgrade project near the No. 7 Road canal

  • A Parks and Open Space Strategy to guide us in the acquisition, planning and development of new public open spaces
  • Minoru Aquatic Centre replacement
  • Minoru Place Activity Centre replacement
  • An expansion of Hamilton Community Centre
  • An update of the Richmond Area Transit Plan to identify improvements to transit service in the City over a 3 to 5 year period
