Why an Industrial Strategy
Since WWII, Richmond has been an important source of jobs within the region, and this tradition has continued through to the present. The city is the home of the Vancouver International Airport, and continues to enjoy a strong and diverse base of industry, including wholesale and distribution; manufacturing; high technology design and production; and other activities.

The combination of recent global economic changes, rising industrial land costs, and competition for industrial companies from the outer suburbs have provided an incentive for Richmond Council to request staff to develop an Industrial Strategy, with the specific purpose of ensuring that Richmond remains a destination of choice for BC's leading edge companies, by removing constraints to industrial opportunities.

How the Strategy was Developed
Staff began work on the Industrial Strategy in February, 1999.

General steps
General steps taken in developing this strategy are as follows. The first step in the process involved creating a list of key questions that needed to be answered in order to properly plan for Richmond industry, and then answering as many as possible. The second step was to respond to information received by proposing solutions to issues raised and responding to emerging opportunities, by creating a set of strategic objectives, followed by a detailed action program. The third step, which has started but is not yet fully complete, involves implementing the action program and monitoring results.

Key Ingredients
In order to take the steps described above, three main resources were used: a survey of Richmond industrial businesses; an Industrial Task Force, comprised of local and regional experts on industry and industrial development; and a staff working group including representatives from business liaison and development, transportation, building approvals, engineering, the RCMP, and the Livability Team.

How to Use This Report
The heart of this industrial strategy consists of six strategic objectives and a list of strategic actions for achieving them.  The first portion of text under each objective section includes a list of all related strategic actions, as well as the detailed tasks for implementation and a quick report on task results and status. More information on specific tasks is provided under Implementation Detail, which immediately follows each list of strategic actions.
