Richmond Begins Restoration of No. 3 Road to Integrate Canada Line

As construction of the Canada Line elevated guideway in Richmond nears completion, the City will soon begin the restoration of No. 3 Road. The goal is to integrate the elevated guideway into the east side fabric of No. 3 Road, revitalizing the roadway environment into a "Great Street".

“While Canada Line finishes the guideway construction and building the transit stations, the City will begin roadway restoration along No. 3 Road. This will include construction of the transit station plazas in order to make the street more pedestrian and cycle-friendly,” said Greg Scott, Director, Richmond Major Projects. “The plans will ensure that the Canada Line contributes positively to other developments within the City Centre such as the Richmond Oval and major fronting developments.”
 
The first phase of restoration work, between Bridgeport Road and Cambie Road, was tendered in December 2007 and has recently been awarded to Imperial Paving Ltd. with construction anticipated to begin on February 11, 2008.

The restoration of No. 3 Road involves the following key features:

  • Continuous centre medians complete with new street lights, street trees and shrub planting
  • Raised bike lanes (east side north of Alderbridge Way and both sides south of Alderbridge Way)
  • Universally accessible intersections with audible traffic signals, pavement warning strips and decorative paving treatments
  • Street furniture such as benches, litter receptacles, bike racks & lockers
  • New bus shelters (by separate contract to be installed following the restoration of No. 3 Road)
  • Enhancement of guideway columns, either ‘Green Screens’ (vines) or ‘Art Wraps’ (poster art)
  • Complete restoration of the east boulevard including new paving and planting treatments
  • Partial reconstruction of the west boulevard south of Alderbridge Way (where road right-of-way permits)

The timeline for construction of the Canada Line roadway restoration work on No. 3 Road has been broken into three phases. The first phase is Bridgeport Road to Cambie Road, which will take place from mid-February to July 2008. Phases two and three will directly follow and are expected to be complete by September 2009.
 
Implications to the public include further traffic pattern changes along No. 3 Road during the construction period, including reduced traffic lanes. The reinstatement of a continuous centre median along No. 3 Road will eliminate all mid-block left turns. In addition, the reduced roadway widths resulting from the Canada Line construction will permanently eliminate ‘U-turns’ at signalized intersections.

The City endeavours to keep property owners, merchants and residents of Richmond informed regarding the restoration of No. 3 Road in a timely manner to minimize inconvenience. This will include news releases, website postings, and notices to businesses fronting No. 3 Road prior to construction start-up by project phase.
