Opportunity for Public to Comment on How Rapid Transit will Reshape Richmond’s No. 3 Road

The City of Richmond is hosting the second and final public information open house to discuss phase one of the Richmond No. 3 Road Corridor Streetscape Study. The public open house will be held on Thursday, July 6, 2006 from 4:00 to 8:00 p.m. at Richmond City Hall, 6911 No. 3 Road.

This open house will be a drop-in format, with detailed presentation boards and knowledgeable members of the team available to discuss the study. The public will have an opportunity to provide feedback on aspects of the study, and this feedback will be used as the study reaches completion.

Since the initial open house in October 2005, the consultant team has worked hand-in-hand with the City of Richmond to develop a preferred street conceptual design for discussion at open house #2. A large amount of public support was received through feedback on the “Great Street” principles at the first open house and this has provided for improvements to the overall streetscape vision. The consultant team has also developed strategies for adding new character to No. 3 Road to help address both its length and current status as an auto-oriented street.

About the study
Construction of the Canada Line – the Richmond Airport Vancouver rapid transit line - will soon link the City of Richmond to both downtown Vancouver and the Vancouver International Airport. In Richmond, the elevated rapid transit guideway will primarily follow the eastside of No. 3 Road from Bridgeport Road to its final station just south of Westminster Highway.

The City of Richmond has undertaken a detailed urban design analysis of No. 3 Road in anticipation of Canada Line. Referred to as the Richmond No. 3 Road Corridor Streetscape Study, its goals and objectives are to:

  • Integrate the elevated guideway into the east side fabric of No. 3 Road in the interest of making it a ‘Great Street’
  • Develop placemaking strategies at transit station plazas and along No. 3 Road to be more pedestrian-friendly
  • Ensure that a functioning rapid transit system contributes positively to other developments within the City Centre such as the Richmond Oval, major fronting developments, Great Canadian Casino and the Garden City (DFO) lands.
The Richmond No. 3 Road Corridor Streetscape Study is divided into three phases: the conceptual planning phase that we will complete this July, followed by the preliminary design phase, then the detailed design phase completing in 2007. Public consultation will be an important part of each phase.

The Study is divided into two parallel topics:

  • Streetscape: The design of No. 3 Road from City Hall to Bridgeport Road. Aspects of this work will deal with items such as street curb-to-curb cross-section and function; pedestrian and vehicle zones; and placemaking strategies, including street furniture, public art and lighting.
  • Fronting Buildings: The investigation of policies and design guidelines to help ensure that buildings on either side of No. 3 Road are developed to complement the Canada Line elevated guideway structure; to ensure that No. 3 Road remains the pre-eminent retail precinct in Richmond.

Because this project is so closely linked to the Canada Line project, representative from CLCO (Canada Line) will also be on hand to answer questions and provide information.
