Halloween Fireworks Celebrations

Richmond residents are encouraged to have a safe and happy Halloween by attending one of six community fireworks celebrations in the city as an alternative to private use of fireworks, which is restricted.

Fireworks Regulation Bylaw 7917 is in effect in Richmond and prohibits the possession, sale, purchase or ignition of any fireworks, of any kind, at any time in the City of Richmond, except with special permit.

Permits will not be issued to the general public for backyard, cul-de-sac, or other similar displays. Instead, residents who wish to enjoy fireworks this Halloween are encouraged to attend one of the six local professional fireworks displays at the following locations and times. All shows are on Tuesday, October 31, 2006:

Annual Fireworks Display

Time: 6:30 -  8:30 p.m.
Location: Minoru Park - 7191 Granville Avenue
Details: A live DJ, magician, clowns, face painting and tattoos, ballon twisters,  and trick or treating will be there to entertain you and hot chocolate will be available to warm you up. 
Schedule: Interactive Juggling Show at 6:45 p.m.
Costume Parade at 7:15 p.m.
Fire juggling show at 7:30 p.m.
Fireworks get underway at 8:15 p.m.

Community Fireworks Displays

Location: West Richmond Community Centre - 9180 No.1 Road
Time:
7:30 – 8:30 p.m.

Location: South Arm Community Centre - 8880 Williams Road
Time: 8:30 - 9:00 p.m.

Location: Burkeville Park (Sea Island) - 1060 Catalina Crescent
Time: 7:45 - 8:15 p.m.

Location: Hamilton (McLean Park) - 22500 McLean Avenue
Time: 8:15 - 8:30 p.m.

Location: King George Park (East End) - 4100 No. 5 Road
Time: 7:30 – 9:00 p.m.

In 2005, the bylaw’s first year, Richmond Fire-Rescue attended to only 4 fires on Halloween, compared to 65 fires in 2004. This dramatic decrease shows the bylaw’s success in improving community safety.

Persons found to be selling, igniting, or in possession of fireworks are subject to the fines of $1,000 under the bylaw. For more information, please call the City Bylaws Department at (604) 276-4000.
