Richmond Offers Opportunity for Public to Comment on City Centre Area Plan Update

In light of increasing development within the City of Richmond, and major projects currently underway such as the Canada Line rapid transit system and the Olympic Oval, Richmond is updating its City Centre Area Plan (CCAP) for the downtown.
The public is encouraged to attend a public information presentation on Tuesday, July 18, 2006 at 7 p.m. at Richmond City Hall to hear what is being proposed in the CCAP Update, which looks beyond the year 2021.
Alternatively, the public can drop by the atrium at City Hall during the subsequent four days to view the information display boards and to provide comments. The information display boards will be available for viewing on July 19 to 21 from 8:15 a.m. – 5 p.m. without any staff present. City staff will be present to answer the public’s questions and to discuss the CCAP Update on Saturday, July 22 from 10 a.m. - 2 p.m. Richmond City Hall is located at 6911 No. 3 Road.
About the City Centre Area Plan
The CCAP Update will look beyond 2021 to what the City Centre could be if, over the next roughly 50 years, it was fully built out. It is not the intent of the CCAP Update to revise the City’s 2021 growth targets for jobs and population at this time, but rather to better understand how to direct that growth in preparation for 2021 and beyond.
The CCAP Update will be undertaken in two phases and is intended to accomplish four main objectives:
- Identify a long-term vision for the downtown
- Identify a “framework for development” in support of that vision
- Prepare an implementation strategy for the phased development of the vision
- Streamline the Plan to make it clear and user friendly
The two phases of the CCAP Update will take place over the next 12 to 18 months:
- Phase one: Vision and framework identification, concluding with Council endorsement of the plan concept at the end of 2006.
- Phase two: Implementation strategy identification and preparation, concluding with bylaw adoption in mid to late 2007.
Public participation during phase one of the Update involves two sets of public presentations, open houses and stakeholder meetings. This is the first of these, with the second set to occur in the fall of 2006, followed by Council review near the end of 2006.
Richmond’s City Centre Area Plan (CCAP) was adopted in 1995, since which time the downtown has made significant progress towards the City’s vision of becoming the most appealing, livable and well-managed community in Canada.
