Richmond Offers Opportunity for Public to Comment on City Centre Area Plan Update

In light of increasing development within the City of Richmond, and major projects currently underway such as the Canada Line rapid transit system and the Richmond Oval, Richmond is updating its City Centre Area Plan (CCAP) for the downtown area.
Public participation in this process is important and the public is invited to attend an upcoming open house at City Hall – the purpose of which is to get input into interim recommendations regarding the preparation of a “concept plan” for future growth of Richmond’s downtown area.
The public open house will be held November 4 – 17 at Richmond City Hall, during normal business hours from Monday to Friday, plus a special session on Saturday, November 4 from 10:00 a.m. to 2:00 p.m., when staff will be on-hand to answer questions. In addition, the public is invited to attend a presentation on Tuesday, November 7 at 7:00 p.m. in Council Chambers. Doors open at 6:00 p.m.
About the City Centre Area Plan
Richmond’s City Centre Area Plan was adopted in 1995, since which time the downtown area has undergone significant progress towards the City’s vision of becoming the “most appealing, livable and well-managed community in Canada.”
There are two phases to the CCAP Update which are taking place over the next eight to 14 months. The objectives of the first phase, Concept Plan Preparation, are to identify a:
- Long-term vision of the downtown area, including targets for population, parks, business, etc.
- “Framework for development” in support of the vision
This first phase is scheduled to conclude in January 2007 with Council endorsement of the CCAP Concept Plan. It will be followed by the study’s second phase of work – identifying and preparing the implementation strategy, concluding with bylaw adoption in late 2007.
The CCAP Update will look beyond 2021 to what the City Centre could be if, over roughly the next 50 years, it was fully built out. It is not the intent of the CCAP Update to revise the City’s 2021 growth targets for jobs and population at this time, but rather to better understand how to direct growth in preparation for 2021 and beyond.
Public Participation
Public participation during the current phase one of the CCAP Update involves two sets of public open houses and presentations. The first set occurred July 18 - 22, 2006. Public feedback received at that session will be presented at the upcoming open house and presentation – the second and final public participation event planned prior to Council review of the Concept Plan in January 2007. Following January, the Concept Plan will be presented for public comment and discussion in preparation for the second phase of the study.
