Richmond City Council Wishes to fill Vacancies on the Following Committees
Advisory Committee on the Environment
The function of this 15 person committee is to advise City Council on environmental sustainability issues of concern to the public. An important part of the Committee’s work plan will include follow-up actions to the City’s 2001 State of the Environment Report.
A wide range of experience among applicants is sought to create a broad base of perspectives and skills among committee members. As an example of the range of qualifications being considered; knowledge and/or interest in planning and development issues; air and water pollution; and education are among the areas of experience currently being sought, in addition to general knowledge of a variety of environmentally-related subject areas. Meetings are typically held on the third Wednesday evening of the month. A total of 5 positions will be available for new candidates. These positions are for a two year term expiring December 31, 2007.

Agricultural Advisory Committee
The Richmond Agricultural Advisory Committee was established to provide a more coordinated and community based approach to addressing agricultural issues in the City. Meetings of the Committee are held approximately once a month.
The role of the committee is to: provide information, options and recommendations to Council on agricultural issues referred by Council; review development proposals that are in or adjacent to agricultural areas; assist Council and City Staff in implementing the Agricultural Viability Strategy; enhance public education and awareness of agricultural issues; and liaise with other levels of government to address agricultural viability issues.
A total of two positions are vacant. One position is available to a Richmond resident who is a farming representative from the general agricultural community. The remaining position is available to a Richmond resident from the community at large. Both positions are available for a two-year term expiring December 31, 2007.

Aquatic Services Board
The mandate of this 9 member Board is to work with City staff to develop a policy framework for service standards, operating hours, fees and charges, scheduling and marketing of Richmond's four aquatic facilities. Board members represent the public interest in ensuring comprehensive and efficient aquatic services within the community. There are 5 vacancies on the Board, each for a two-year term ending December 31, 2007.
Meetings are typically held at 7:00 p.m. on the third Tuesday of every alternate month.

Board of Variance
The purpose of the Board is to hear appeals against the provisions of the Richmond Zoning & Development Bylaw in circumstances of hardship, usually in connection with the siting of buildings or additions in relation to the boundaries of property on which they are located.
The Board comprises five persons appointed by Richmond City Council. The board meets at the call of the Chair in Richmond City Hall and meetings typically last less than an hour. One City position is available and the term of appointment is three years.

Britannia Heritage Shipyard Advisory Board
The mandate of the Britannia Heritage Shipyard Advisory Board is to represent the City’s interest in the development of the Britannia site in a manner consistent with the adopted business plan. The Board is accountable to City Council for their actions. Volunteers with an interest in or background in industrial or maritime heritage, wooden boat building or marketing will be considered. appointments to the Advisory Board are for a two year term.
We are seeking to fill four positions from the community at large The Advisory Board holds regular committee meetings, which are typically scheduled for the first Thursday evening of each month.

Child Care Development Board
The Child Care Development Board (CCDB) is an Advisory Committee to Council whose mission is to achieve the development of quality, affordable and accessible child care in the City of Richmond. The Board advises Council on child care funding and policy issues, and the administration of the Child Care Development Fund. The CCDB works closely with the Richmond community to determine the status of child care, supports the development of child care spaces in Richmond, and increases public awareness of child care issues.
Eleven positions are available for a two-year term ending December 31, 2007.

Family Court Committee
The mandate of this Committee is to consider and examine resources available in the community for family and children’s matters; to make recommendations to the Courts, Attorney General, and others, as and when required. This Committee will be of interest to people with time available on weekdays, as members attend court as observers at least twice a month in addition to attending a Committee meeting one evening per month.
Volunteers with a general interest in matters of this nature, as well as those persons with experience in the fields of education, health, probation, or human resources, representatives of the business community, as well as senior secondary students, will be considered. The term of office is one year.

Gateway Theatre Society Board
The Board comprises a total of 13 Directors, 8 of whom are elected by the Society’s membership, 1 City Councillor, and 4 appointments by Council. The Society is responsible for the operation of the Gateway Theatre by providing opportunities for the community to participate in the performing arts through its programs, which are Live, professional theatre productions, a theatre academy for students and sponsors satellite companies including the Pacific Piano Competition and Miscellaneous Productions. The Gateway Theatre also rents the professionally managed facility to the general public. The Board meets on a monthly basis.

Heritage Commission
The mandate of the Commission is to make recommendations to Council on heritage issues, as well as to sponsor heritage awareness programs and activities. Volunteers with a general interest in heritage issues will be considered, as well as individuals having a background in architecture, local history, planning and archaeology. Four positions are available.

Intercultural Advisory Committee
The mandate of the Richmond Intercultural Advisory Committee is to enhance intercultural harmony and strengthen intercultural co-operation in Richmond. Specific functions include advising City Council regarding intercultural issues and opportunities, responding to intercultural issues referred by Council or the community, reviewing City policies and procedures pertaining to intercultural issues, encouraging public participation in identifying solutions and enhancing public awareness of intercultural issues.
Four positions are available for a two-year term ending December 31, 2007.

Museum Society Board
The mandate of the Board is to provide advice, expertise and community input and to make recommendations to City Council on the operation and policy planning of the Richmond Museum. The Museum Board interacts with other historical groups and societies on museum services and heritage issues. Volunteers with a general interest in local history, education and heritage will be considered. Two positions are available for new candidates.

Public Art Commission
The function of this 8-person Commission is to provide direction and advise City Council on the management and implementation of the Richmond Public Art Program.
The members of the Commission should include artists, professional art consultants (designer, gallery director, curator, educator or conservator), urban design professionals (architect, landscape architect, planner, urban designer, engineer or developer), and citizens who are interested in public access to the arts.
The Commission will advise City Council, staff and others on the processes and procedures by which communities are consulted on public art, artist proposals for specific sites and project selection, and various other matters on public art in general and Richmond’s Public Art Program in particular.
Meetings will typically be held once a month. 4 positions are available for a two-year term.

Public Library Board
The Richmond Public Library Board is a governance board established under the B.C. Library Act and is responsible for the provision of library services in Richmond. Citizens who have had some level of community involvement and a general interest in this field are encouraged to apply.

Seniors’ Advisory Committee
The Richmond Seniors’ Advisory Committee (RSAC) considers and evaluates issues referred to it by City Council, City staff and members of the community. It initiates studies on matters of concern to seniors and will submit information, options and recommendations to City Council.
The RSAC acts as a resource and provides advice on long-term City policies and issues affecting seniors (e.g., transportation, housing), as well as short-term (e.g., development proposals) and other issues. The RSAC also receives input from individuals and groups, and makes recommendations to the appropriate bodies.
Nine positions are available for a two-year term ending December 31, 2007.

Sister City Committee
The mandate of the Sister City Committee is to enhance friendship and mutual understanding, foster cultural exchanges, student and athletic exchanges and to foster trade and other economic linkages. Council has approved the twinning of Richmond with the following cities: Pierrefonds, Quebec and Wakayama, Japan and to explore a friendship relationship with a city in China.
The Sister City Committee is comprised of twelve members appointed by Council for a term of three years. Members will be appointed for no more than three consecutive terms (nine years total). Nine positions are available to be filled.
This is an excellent opportunity for committed individuals to serve the community by becoming involved in international relationships and activities.

Vancouver International Airport (YVR) Environmental Advisory Committee
The purpose of this Committee is to provide input to the Vancouver International Airport Authority (YVRAA) on its environmental management program. Key Committee responsibilities also include providing a forum for liaison between YVRAA and its community stakeholders and reviewing the ongoing implementation of the environmental commitments associated with the Sea Island Conservation Area (SICA).
Regular committee meetings are held quarterly during the day. Appointees also become members of City Council’s Advisory Committee on the Environment (ACE) and are required to report to ACE on a regular basis. ACE holds monthly meetings which are typically scheduled for the third Wednesday evening of each month.
One alternate position is available for a two-year term expiring December 31, 2007.
