Enhanced Animal Bylaw Enforcement Service

Effective September 1, 2004, dog licences may now be obtained at City Hall, rather than at the BC SPCA. That means that if you need a dog licence, you may call the City’s Community Bylaws Department at 604-247-4633, or visit the Information Counter at City Hall.
If you have an animal complaint, such as dogs off-leash, aggressive or barking dogs, please call our Community Bylaws staff at 604-247-4630 to report your complaint.
To report animal cruelty, please contact the Richmond branch of the BC SPCA at 604-277-6212 during business hours, or 604-879-7343 after business hours.
