About City Council

Council Members The primary functions of City Council are: to establish administrative policy; to adopt bylaws governing matters which are delegated to local government through the Municipal Act and other Provincial statutes enacted for the protection of the public; and to levy taxes for these purposes.

City Council is also empowered to manage, acquire and dispose of City assets.

The day-to-day operation of the City is delegated by Council to the Chief Administrative Officer and City Staff.

Since 1879, when the Township of Richmond was first incorporated, the responsibility for local government in Richmond has been vested in a Mayor (known until 1967 as the "Reeve") and Council. The Mayor and eight Councillors make up City Council.


A general election for Mayor and eight Councillors for the City of Richmond was last held on Saturday, November 15, 2008.

All are elected for three-year terms. The terms of office for the new Council commenced on December 1st, 2008.
